BIOGRAPHY

Born in Miragoâne, Jean-Victor Harvel Jean-Baptiste completed his primary and secondary studies with the Brothers of the Sacred Heart in Port-au-Prince before joining the State University of Haiti, where he obtained a degree in psychology. Later, he refined his view of development and international relations at the University of Geneva, where he obtained a degree from the University Institute of Development Studies. It was there, at the crossroads of cultures, that he began to forge a universal vision in the service of his country.

From the beginning of his career, he chose to walk alongside the most vulnerable Haitian communities. Through his work with the Methodist Church of Haiti and the founding of the NGO COHIMRU, he gives a voice and support to community organizations, advocating social justice and solidarity as drivers of transformation.

His vocation then led him to embrace diplomacy, this subtle art of carrying the voice of a people on the world stage. From Montreal to Santiago de Chile, from Washington to Brasilia, from Madrid to Lima, he represented Haiti with dignity and competence, occupying prestigious positions: Director General at the Ministry of Foreign Affairs, Consul General, Chargé d’Affaires and Ambassador Extraordinary and Plenipotentiary. Each mission was a fight to have the singularity and rights of a people marked by history recognized, but never defeated.

His commitment does not stop at the chancelleries. As Chief Inspector General of the Haitian National Police, he worked for security and order in a fragile context. Member of the Presidential Commission on the Haitian-Dominican Borders, he worked for the sovereignty of a territory often contested but always sacred.

Distinguished by the Order of the Grand Cross of Chile, he is also the author of Le Diner, Etiquette et Bonnes Manières, a book that reflects his approach: rigor, elegance and humanity in every interaction.

Today, as Minister of Foreign Affairs and Worship, Jean-Victor Harvel Jean-Baptiste carries on his shoulders the hope of a renewed Haitian diplomacy. He is the standard-bearer of a country that, despite the wounds of history and the challenges of the present, still dreams of a future where its children will walk proudly on a peaceful land.

With a pen dipped in the ink of past struggles and an unwavering faith in his people’s ability to be reborn, Jean-Victor Harvel Jean-Baptiste reminds us that each diplomatic step is a stone laid on the path to renewal.
